The Check Clearing for the 21st Century Act, more commonly referred to as Check 21, is the Federal Reserve's solution to the inefficient check processing system currently in place. This act addresses the issue of the float by eliminating the need to transport paper checks from the depository institution to the paying institution. The check will be scanned, creating an image file and a text record of the MICR information. The image can then be stored on site or in an off-site image archive. The data associated with that image will be handled by transferring data and images over a secure connection from the depository institution to the paying institution for presentment.
Draft Control Processing System or DCPS is check imaging software designed to work with the Digital Check TS-220/TS-350/TS-400 as well as the new Canon CR-180. DCPS is a low-cost, high quality solution for Day 1 and Day 2 transaction processing. The DCPS software controls a check scanner to capture and store an image of both the front and back of each document scanned. The software also has the ability to control the endorser which is an option with any of the available scanners. If the document is MICR encoded the software will use the MICR information such as the routing number, account number, amount, and check number to identify the document type and assign the document as either a debit or a credit for balancing purposes. The MICR information and images are then added to a database allowing for fast and easy research. The feature list for DCPS is quite extensive and continually growing. Here is a list of some of the features you can expect to find with DCPS. Small footprint - The only hardware required is a PC, a scanner, and a check jogger. If the problem is software related or a customer is scanning a new type of document and has to tell DCPS how to sort that document, the software has an export into the software called a clone file. This allows the customer to clone their software and email their settings to customer support. Customer support can then import the clone file make the necessary changes and send the updated copy back to the customer. With clone files there is no more waiting for an onsite visit or lengthy change orders. Full POD - Proof of Deposit is automated with DCPS. Once a batch of checks is balanced the software has the ability of posting to many of the core accounting systems automatically. Image Character Recognition (ICR) Technology - If the amount is not encoded on the document in MICR ink the software can use Parascript ICR software to read the hand written amount. With the enactment of Check 21 and image exchanges becoming more prevalent, encoding the dollar amount on the bottom of the check will be phased out.
